Re: [img-conversion] Convert to spec (#14)

Notable things: 
 * removed before/after examples. Now only have examples that show usage of API. 
 * we don't need to have a version history section (they always fall out of date). We have a commit history for that.
 * removed alternative proposals - not needed.
 * removed definitions of things - we need to add algorithms instead (started adding hooks for those).
 
Before we do anything else, we should get agreement on the general shape of the API. I've made a few proposals of the things I would like changed (e.g., `support()` and `ImageOptions` dictionary).
