[charter-html] WebVTT and Caption API from Timed Media (#119)

The goal should be to harmonize work in this domain as much as possible, for which improved communication/synchronisation with the TTWG probably is the first step (this comment is based on the EBU having learned the chairs of the TTWG were not aware of the speculative WebVTT / TTWG text).

A concrete proposal in this direction is to change in paragraph 3.3 under “Captioning Support” the line “The group may produce a specification to enhance the timed text and caption support available to HTML5 media elements.” to “The group may produce a specification to enhance the timed text and caption API support available to HTML5 media elements.”
