Okay, but scripts can just adjust ranges in JavaScript without moving the caret in block direction in this case, right?  i.e. the app could let the browser move the caret and then adjust the caret as needed once the caret has been moved by the browser.

What I'd like to understand the use case that involves the web apps moving the caret in block direction since that's what's being asked here.
