Point of information: this has recently been implemented in "Microsoft Edge" (Project Spartan), as per the agreement in: https://groups.google.com/a/chromium.org/forum/#!searchin/blink-dev/scrollingelement/blink-dev/mJ5SlCj3CHc/PNSSYY5O_IQJ It solves the problem of working around Blink's viewport bug (which Edge copied for interop), and also helps with the Quirks Mode use case.
