Well in that case, those users would have to define their scope. As we want people to create great web apps, I think that they should at least be able to do that :-)

I don't think that scope currently allows this, so we should have a look at it.

I am also interested in how to open other apps. Like if I launch a URL which already have a manifest associated (which I have bookmarked etc) then maybe we should just launch that app instead?
