Ok, so hosted app in Chrome sense is just an app which has been added to the home screen and as that can be seem as an indication that it is more trusted, it might be able to use some privacy sensitive features (notifications etc) without asking for permission. On Win10 it seems that MS is going in a similar direction. It seems that they might allow access to a few experimental (proprietary???)
