Re: [webcomponents] Is there a custom pseudo-elements proposal or spec anywhere? (#298)

FYI, in the past, the Shadow DOM spec had the similar feature, called `::part`, but we've removed it because we thought that hats (^) and cats (^^) (which were renamed to `::shadow` and `/deep/` later) could replace it at that time.
