Quite possibly, what is needed is to explain how this requirement relates to use cases. For Local Access Control, the question was whether this was a requirement that is already well implemented at the application level, but maybe abstracting the capability would be worth standardising. Feedback from the group (MarkV in particular) was that the requirement could use wording to make that clear.
