W3C practice is to make a record of meetings by the scribed minutes, and
not to record meetings if any participant objects. There's an open
discussion of audio recording in the W3C Process Community Group, in
which some people have expressed serious concerns about audio recording,
while others have expressed support for recording:

As I noted in issue 72, I welcome corrections to the minutes in irc or
afterwards.

To make sure our meeting is welcoming to all participants, I do not plan
to record today's meeting. I'll take feedback, including objections to
recording, in the issue, email, or privately.

Our best effect as a standards forum is to focus on the technical
requirements for business use cases. If participants wish to share
information to foster interoperability across the platform, they're
welcome to do so.
