Bruce Bailey comments that the Situation A techniques are too broad for
1.3.2 and should only be associated with 1.3.4. I don't think they are too
broad because we decided that the information conveyed by color has to be
"visually" evident without color.

SC 1.3.2 requires that any information which is conveyed by color is also
"visually" evident without color. Situation A addressed the case where
colored words are used to convey information. The information conveyed by
the color of the words has to be conveyed in in a visual way that does not
depend on the user's ability to see the color of the words. This requires
that text be added to the page. It is not sufficient simply for the color
of the words to be programmatcally determinable.
