This comment is from Bruce Bailey who thinks there is lack of disambiguation between 1.3.2 and 1.3.4 and claims that "Two of four examples, and only Common Failure, in UNDERSTANDING should be associated with 1.3.4. The implication is that 1.3.4 should be Level 1." I don't understand what he means by this because 1.3.4 only has one example and 1.3.2 only has two examples.
