2.4.4 techniques update

Based on the comments from the survey, I've updated the technique
document for the title element:

The only non-editorial change was to change the test procedure to:
"Check that the title element describes the document."
instead of just testing for non-whitespace. I  did not make Makoto's
suggested change, since I think unique titles are outside of scope of
the SC.

Someone more html-knowledgeable will need to handle the comments on
