Subject: Status page for GL 1.3 updated

I have updated the status page for GL 1.3 [1] based on resolutions from
the Jan 19, 2006, meeting and additional work completed since the last
survey.
I updated the following accepted techniques based on comments in the Jan
12 survey [2].

1.3.3: Using text to convey information that is conveyed by variations
in presentation of text [3] - updated the description.
1.3.6: Providing textual identification of items that otherwise rely
only on shape and/or position to be understood [4] - added another
example per Loretta's comment.

I think the biggest issues remaining for GL 1.3 are:
1. determining what to do with SC 1.3.2 now that 1.3.4 has been moved up
to the same level (level 2).
2. resolving the issues around programmatically determined 3. reviewing
the remaining techniques and surveying the group
