Hypothetically, the author can serve HTML pages with TITLEs, which is than transformed to a perceivable unit without a title. <Yvette> I guess I think of the author having control of the perceivable unit - although on review of the definition, perhaps that is not true. But, if it is true that the author does not have control of the perceivable unit, then 2.4.3 (our proposed version), A mechanism is available to bypass blocks of content that are repeated on multiple perceivable units, is also incorrect.
