Call for Consensus: HTML page title is descriptive, ready for AG

Hey folks,

During the call of October 13th, the ACT Task Force agreed that the HTML
page title is descriptive ACT Rule is ready for review by the Accessibility
Guidelines Working Group. You can find the rule here:
