"earl:fail" is the abbreviated form of "http://www.w3.org/WAI/ER/EARL/nmg-strawman#fail" (the namespace at the header of the RDF snippet defines the value of "earl" to be the URI "http://www.w3.org/WAI/ER/EARL/nmg-strawman#") FYI, this is specific to the XML serialization of RDF because it does not allow using short names (such as "earl:fail") within attribute values (unless we use processing commands which we agreed not to do in order to be less XML dependant). Actually conformance is very well within the scope of this document for the exact same reasons you state (and a whole section is dedicated to it too). Now that the vocabulary itself is becoming more stable, the conformance is one of the next milestones we need to work on for this document.
