Basically a Working Group needs to be chartered by the W3C Membership to carry out deliverables. ERT WG is chartered to deliver "Input into tools for aggregating accessibility metadata among multiple sources". See:

This is somewhat within scope yet I can not decide on behalf of the Working Group if we want to address this deliverable through a WG Note. The group needs to decide collectively.

Depends how many *participants of the WG* are interested in this work and actively contribute to the development of such a WG Note. Currently the group seems to be focusing on EARL which makes sense (such a WG Note can only be written after EARL becomes stable).
