CSS WG testing resources for consideration

The CSS2.1 Test Case Authoring Guidelines [1] contains key aspects of 
tests, format of tests, and gives various techniques authors should use 
when developing tests.

The CSS Test Suite Documentation [2] explains how to use the current CSS 
test suites, provides a description of the officially adopted CSS test 
suite format, and instructs how to write a test suite in this format.

Both resources contain information pertinent to the ongoing discussions in 
the TSD TF.
