And people who want news will find it. That does not mean that we 
don’t want to bring it to the top but I really, really feel that this 
is overthinking an non-existent issue. People know how to scroll. The 
page is to lure people in. If we want to have the news above the fold we 
need to put it to the top, because the fold can be as high up as 320px. 
Users can and do scroll.

I think it is better to feature up top evergreen content because it is 
more engaging. News is featured on the page as well, quite prominently 
(it is the largest section) and we can put them wherever you want it to 
be. The teaser areas are interchangeable.

That would be a really bad layout and does not conform to the 
banner-esque design philosophy that we have. The home page would then be 
just another two column page, much less impactful. We can do that, but 
we need a decision.

You cannot have your cake and eat it too in this case.

Either we want the open layout that is proposed now, or we have a layout 
that prioritizes news and deprioritizes other content. Both is fine for 
me, but we need a decision ASAP.

Having it in the footer does not solve our problem. The utility 
navigation is a _perfect_ place for news. “About WAI / News / 
Participate” sounds reasonable to me.
