It looks like one of the two was made - the new definition of editorial changes at

Is it just the change to not make editorial changes go back to PR that wasn't made?
[SZ] Correct, it is only the change to allow Editorial Changes without a PR that was omitted

This change should be immediately made to the Draft Process 2016 Editor's draft.

Till then we must keep the relevant Issues "pending review".
