It might have been helpful if you had brought this up in the call.

You seem to have elided the request for a statement of stability.  This 
is a substantial portion of the published requirements for a stable 
specification[1].

Is it no longer the plan that the webapps working group is planning to 
produce a recommendation-track deliverable for the URL spec, as 
described by its charter[2]?

Such a plan would have produced a demonstrably stable reference.

In any case, this doesn't seem to be a process discussion any more.
