RE: Draft for Last Call

Charles,
The goal for the 2nd Last Call draft was to have a complete Process document in which Chapter 7 is replaced and the change information in a new Section 15 or an Appendix labelled "Changes" per the resolution of Issue 63 [1]. Similarly, the updates requested in Issues 61[2], 62[3] and 64[4] should be implemented in the full draft.
