w3process-ISSUE-117 (ActivityAppealDissent): Requirement for dissent in the AC Review of an Activity Proposal to Appeal an approval [Process Document] http://www.w3.org/community/w3process/track/issues/117 Raised by: Steve Zilles On product: Process Document In Section 5.2 Advisory Committee Review of an Activity Proposal there is the following, "If there was dissent, Advisory Committee representatives MAY appeal a decision to create, modify, or extend the Activity." Issue: This is different from the equivalent for charters. Suggested Resolution: Do nothing. As noted in ISSUE-113: Advisory Committee Review of Charter Extentions, charter extensions are handled by a different mechanism than were Activity Extensions. Section 6.2.3 Advisory Committee Review of a Working Group or Interest Group Charter says, "The Director MUST solicit Advisory Committee review of every new or substantively modified Working Group or Interest Group charter." Section 8.2 Appeal by Advisory Committee Representatives says, "Advisory Committee representatives MAY appeal certain decisions, though appeals are only expected to occur in extraordinary circumstances. When Advisory Committee review immediately precedes a decision, Advisory Committee representatives MAY only appeal when there is dissent." Among the decisions that can be appealed are Working or Interest Group creation or extension, Thus, all necessary text for the creation, modificatin or extension of a WG (or IG) charter is already within the Process Document.
