dirk: did something on user setting issue number 50

dirk: modified secton 3.3.6 to discuss user settings
. some guidance on how to select language
debbie: location of user might suggest the language
dirk: bilingual input should be accommodated
debbie: user could have different settings for input and output

dirk: sketch out general pattern of accommodating user
settings, and suggest that it should be followed unless there's
a good reason
dirk: there should be a component in the architure to store
user settings "Personalization"
