Apologies for meetings (now -> 2023-11-08)

Dear all,

I'm writing to provide notification of my apologies for the Verifiable
Credentials Working Group meetings from next week to the second week of
November. All being well, my attendance should resume the 8th, and I may
continue to be available via email, albeit in a limited capacity (due to
both a busy schedule abroad and dubious hotel Wi-Fi!)
