Great question.  The requirement is to make it 2/n integrations successful by November.  The purpose of this milestone is to encourage everyone to make a selection so that the collaborative work can begin in a timely manner.  We are trying to recognize that it takes time to coordinate across teams and that it’s one thing if you work with another provider and make a solid attempt and reconfigure afterwards, and another thing if a team that procrastinated suddenly wants to join up with you at the last minute.  Does that make sense?  So no administrative requirement, just trying to provide realistic targets that encourage consideration for others.

Is the choosing of 2 partners by 11 October set in concrete or can these be changed later?

For example, say 6 organisations have the intention of interworking together according to some profile, but once they all start to test each other's implementations, 4 find that they can interwork successfully and 2 find they can interwork successfully but not with the other 4. If each of these 6 had had to choose another 2 by 11 October, which would they have chosen? And if they had chosen wrongly, but could interwork with one or more of the other 6 they had not chosen, could they then change their partners at a later date?

Sorry to confuse the situation, but the desirable end result must be that one participant can successfully interwork with 2 other participants by the deadline in November, and if a participant changes subsequent to 11 October, then this should be allowed shouldn't it?
