Dear Kerri: my hope is that we can use a modified version of the second approach you’ve listed, where the modification presents the evidence with same assurance that the credential provides of tamper evidence from the time the credential was issued. The goal is to extend this guarantee that the issued achievement credential was made based on the evidence cited and available at the it was issued. 

There are a number of ways to do this including, for example, using an anchoredResource property used by hashlinks, or a CID pointer used by Cermamic Networks to their IPFS-LD storage environment, etc. 

The point is the evidence should possess the same characteristic authenticity and promise of tamper evidence as the achievement it is being used to support.
