Call for Consensus to enable streamlined publishing for WebVTT and publish a new CRD

Hi all,

As discussed during yesterday's TTWG call, I'm sending out a Call for
Consensus based on the proposal:

Proposal: Enabling streamlined publishing for WebVTT and publishing a new
Candidate Recommendation Draft (CRD).

This will allow us to update the WebVTT spec on the W3C website /TR
whenever a new PR is merged. A new CRD will also be created and published,
as the last time this happened was in 2019. Of note is that normative
changes to the WebVTT spec are subject to the standard group decision
policy before merging.

Please indicate your position by replying to this message (either to all or
directly to me).

The review period for this CfC ends on Friday, March 27th.
