No restriction on time expression for smpte discontinuous mode<https://github.com/w3c/ttml2/issues/161> – can we agree to add a default mapping for synthesising the time expressions to use as labels given a SMPTE timecode value?

Prioritisation

As has been pointed out, we have passed our self-imposed deadline for publishing a WD for WR. There has been a comment on one issue this week proposing to descope it. We can certainly consider prioritising the open issues as a whole – is this something that members want us to do now, or should we focus even more on resolving the open issues? Note that we have previously been unwilling to consider any of the issues marked as TTML2 rather than TTML v.next to be avoidable.
