Issue 30 - pixel aspect ratio tests

I've defined a suite of tests for pixel aspect ratio. I think these make sense, however they can only be used if you have access to an NTSC or PAL display; which I don't.

I believe this closes issue 30, unless someone has an issue with these tests.
