TPE diff since last WD

The following links to a side-by-side diff of TPE (as of today, r1.260)
since the last working draft (28 Jan).

To avoid any confusion about what is being reviewed, I won't make
any more changes today.  I have plenty of other changes that I would
like to make, but am out of time.  However, feel free to note any
