I understand that ISSUE-184 has been briefly discussed today. The
obvious solution to it would be to include the following text to the
compliance spec:


"A first-party signalling compliance to this standard shall ensure that
its content is not functionally or otherwise effectively dependent on
elements provided by third-parties unless the first-party signals a
SAME-PARTY flag for such third-parties (and thus making them its own
responsibility)."

Inclusion of this would be sufficient for me to have it closed.
