Issue Maintenance

Nick, Yianni, and others working on issue maintenance, 

In proposing the refreshed ISSUE list, could you please provide a comparison against the existing ISSUE list?  I'd like to make sure we have clarity about both where ISSUEs moved (it would be a shame to lose all the history!) and any substantive ISSUES that get dropped or resolved.
