I fully agree with Justin and Jeff, that the necessity for audience measurement has not been convincing. I sustain in push back on relaxing the DNT standard for audience measurement, even if it does not include audience attribution, which is the application of data collected under audience measurement to the individual. Moreover, due to developments in the last weeks, I think it is fair to say that, at least from a privacy advocates point of view, pushing for strong collection limitation when the user has expressed DNT:1 is fair and reasonable.
