DNT Agenda for Wednesday, July 10

Note on process: We are aware that the volume of email to the list is high this week. This email provides the agenda for the Wednesday call. We expect to have one or more emails in the course of today that will address process for this week, complete with helpful URLs so you can see the relevant items, such as proposed text and change proposals, questions about the DAA proposal, and so on.

We plan to try to do the call in the usual 90 minutes, but have the bridge available for an additional 30 minutes if needed.

Compliance Spec
Chair: Peter Swire
1. Confirmation of scribe – Heather West has volunteered for 12:45 to 1:30 p.m. eastern. We will be glad for volunteers for first part of the call.
2. Offline-caller-identification:
If you intend to join the phone call, you must either associate your phone number with your IRC username once you've joined the call (command: "Zakim, [ID] is [name]" e.g., "Zakim, ??P19 is schunter" in my case), or let Nick know your phone number ahead of time. If you are not comfortable with the Zakim IRC syntax for associating your phone number, please email your name and phone number to npdoty@w3.org<mailto:npdoty@w3.org>. We want to reduce (in fact, eliminate) the time spent on the call identifying phone numbers. Note that if your number is not identified and you do not respond to off-the-phone reminders via IRC, you will be dropped from the call.
3. Discussion of DAA proposal, including revisions submitted by Jack Hobaugh on behalf of the DAA group at 11:51 a.m. eastern today. Discuss friendly/perfecting amendments from (alphabetically) Justin Brookman, Alan Chapell, Vinay Goel, Susan Israel, David Singer, Rob van Eijk, and others (apologies -- I'm still processing the emails as well, and quite likely have omitted some). Address questions about the DAA proposal, including those at http://lists.w3.org/Archives/Public/public-tracking/2013Jul/0005.html.

4. Discuss process for this week (and for the rest of July), including expected submission by Friday, July 12, 6 p.m. pacific, of written comments on choice of path forward, between June Draft as base and DAA proposal as base.

5. Based on time permitting, address additional issues:

(a) ISSUE-25: Audience Measurement. Kathy Joe has circulated new language based on discussions with Justin Brookman, myself, and others.

(b) ISSUE-207: Conditions for dis-regarding (or not) DNT signals.

(c) ISSUE-213: Partial compliance.

(d) ISSUE-24: Fraud detection and security.

6. Announce next steps, next meeting & adjourn
