John – there are going to requirements for the browser OEM's to support. For example there's still no browser that can send a "" character. And AFAIK the latest version of firefox is the only browser capable of sending a '0' as part of the DNT header.
What Microsoft just did in front of everyone is become the leading advocate for Privacy on the Web, and they're just about to ship the worlds most advanced 'privacy 'enabled' browser to support the spec. Everybody else just got left at the starting line – while Microsoft shipped a product!
