on <http://www.w3.org/wiki/Privacy/TPWG/Change_Proposal_Deidentification> problem: we don't say when the 'reasonable level of confidence' is established, and this is an evolving field. we don't want people criticized against a later research finding for doing their best in the past, nor do we want them to perpetuate practices into the future that were considered adequate once, and are no longer. proposal (applies to the base text and the suggested amendments) add "at the time of de-identification" after "reasonable level of justified confidence" (base text) or in similar places in the other proposals David Singer Multimedia and Software Standards, Apple Inc.
