Re: Proposed Text for Local Law and Public Purpose

Chris, I think my question is extremely simple and straightforward --
I'd just like a concrete example of MRC auditing leading to requiring
linkable data. I assure you that I'm quite open to listening to real
concerns where anonymizing data could muck things up, but to speak
plainly, your response strikes me as a bureaucratic non-answer. Until we
have a real concrete problem case here, I agree that this issue should
be CLOSED.

As far as the point about our relative roles: domain specific knowledge
is quite helpful and valuable in the context of a real conversation in
which knowledge is being shared. But pulling rank is counter-productive.
Let me ask you this: if as a privacy expert I were to suggest that XYZ
data must be deleted entirely to anonymize some data set, would you
accept my word as truth without asking for more information? I think
that'd be bad -- the onus is on me to explain privacy risks through
examples, just as the onus is on you to explain MRC requirements. We
have to share knowledge if we are going to make progress.

And for what it's worth I worked for over 4 years recently in industry
doing data mining with ad data, so I think I have a good view of the
issues and challenges that arise and an inside view into the data that
generates the sort of auditing reports that you're talking about.
