When DNT:1, third-party tracking for the sake of server-side frequency capping is allowed if the tracking identifier is only retained in a form that is unique to each super-campaign (e.g., one-way hashed with a campaign id) and does not include retention of the user's activity trail (page URIs on which the ads were delivered) aside from what is allowed for other permitted uses. ....Roy
