I agree that defining some of the core terms, such as "tracking" and "linkability", needs to be a top priority. If we cannot define these terms, either because we cannot come to a consensus definition or because cementing such definitions would make it impossible to achieve consensus on compliance terms, then perhaps we should reconsider having one set of definitions and one set of limitations. By defining multiple "profiles" for compliance, the limits of which are defined in the spec, user-agents and servers could basically negotiate which set of behaviors is acceptable to both parties, without invoking a complicated exception mechanism. --Ronan Heffernan Nielsen
