It is quite OK to write web storage tests if people know of areas that are not covered by the existing testsuite. The "completed" thing is formality that should essentially be ignored; it just means that it is believed that the coverage is reasonable. IndexedDB has a lot of tests already, but they have not been reviewed; see [1], [2], [3], [4], [5], [6], [7]. Reviewing these is probably more useful than writing new tests, but I don't think that TestTWF is the right place to do that unless you have an IndexedDB expert to lead the work.
