Web test runner

Hi,
         In https://github.com/w3c/web-platform-tests, there is harness directory, which sounds like web test runner for web platform testing, is that true? Actually, I can't find where this test runner is using. The online test service at http://w3c-test.org/framework looks not use it. Could someone clarify what's the status of test runner? Thanks
