Just have the contributor send email to the list (public-html-testsuite@w3.org for HTML and public-webapps-testsuite@w3.org for WebApps), then we can help make sure they get access.

HTML and WebApps WG members automatically have push access to the test repos for the groups, but we can also add perms for people individually for any repo, as long as they have W3C user accounts.
