I'm sort of getting pretty worried when I see this, particularly after this:

In addition PhoneGap/Cordova (which was new to me) appears to be an excellent replacement for long-running and expensive standardization processes.  There's no natural stop-point either (things are evolving in an ever increasing pace) so a REC doesn't make much sense.

Anyway, without a global "AppStore" for "SysApps", the original web paradigm doesn't really apply and then the motivation for building apps on Android in HTML5/JS becomes rather limited.

Since you are using the word "Hybrid", I would consider a new target for standardization that
- 1) is already massively used in Android (and probably also in iOS)
- 2) currently suffers from severe limitations
which simply is the ability invoking and interacting with native apps from the "ordinary" (untrusted) web.

There is a bunch of applications where the diversity of the underlying hardware is of such a magnitude that standards doesn't apply.  The most prominent example is secure key storage were Microsoft betted on TPMs and the rest of the market on proprietary TEEs.  Well, one camp also wants to use SIM-cards.  Using a native application as "mediator", web applications can still be consumers of secure services without getting entangled in very difficult and non-standard code, not to mention the fact that the native application also can act as a "shield" against malicious web code.
