Evidently that's what Mastodon, Pleroma, Mitra, Misskey, FoundKey, and

FEP-e232 is I think still mostly just Foundkey, Mitra, and Streams.
Mastodon ignores everything, Pleroma did a fix to stop breaking entirely
when encounter Link tags, and Misskey is still using _misskey_quote. The
relevant bit for Foundkey and I think Mitra is that it checks for a Link
with both the correct mediaType and also the correct rel. Foundkey at least
accepts the legacy three property IRIs as rel values, and it authors them
with a rel of https://misskey-hub.net/ns#_misskey_quote
