I was asked some time ago by SWBPD to raise this issue in the CG. We have been discussing publication of ontologies/vocabs/thesauri, e.g. in the context of WordNet. The question came up whether it is an option to have some of these published in the URI space of W3C, e.g. something similar to the tech-reports space. Has this ever been considered? Is it something we could pursue if we think it is useful? Note that this will not be the standard/only solution for ontologies/.. being published in RDF/OWL, but we discussed situations where this might be a good option.
