[FAQ] Submission procedure proposition

Hi folks,

would everyone agree with the following procedure, for the 'official' 
SWBPD FAQ page:

- Post an entry on the Wiki set up by Alistair [1], and write an email to 
the list with [FAQ] tag indicating you've updated the wiki.
- 1 week delay given for comments, returned to the same thread.
- if there is agreement after that, the FAQ entry will go final on an 
official W3C page. There is for the moment no page for the FAQ, I'll need 
maybe an off-list discussion with Ralph (?) to set it up accordingly.
- FAQ ideas and guidelines are for the moment found at [2], this page 
could also be moved to w3c server if necessary.
