[VM] PORT policy; re-booting the Vocabulary Management note

Alistair and I had a chance to meet face-to-face last week,
with two main results:

-- We agreed on a clarification of the process- and
   status-related statements in SKOS Core Vocabulary Spec
   [1] with regard to the relationship between a W3C Working
   Draft and the RDF schema expression of the vocabulary.
   Alistair will write this up and post.

-- We agreed on a tightened scope and way forward for the
   Vocabulary Management note (see a frozen draft at [2]).
   Alistair is going to edit the draft next as a basis for
   discussion.

I will propose some dates for a telecon.
