It might sound cheap, but after reading
  Architecture of the World Wide Web, First Edition
  W3C Working Draft 16 August 2004
2 times, I really have no substantial comments :)

I especially like the following sentence
Because of their role in defining fragment identifier semantics,
data formats enable the creation of new applications to make use
of the information space infrastructure. The Semantic Web is one
such application, built on top of RDF [RDF10]. This document does
not discuss the Semantic Web in detail; the TAG expects that
future editions of this document will.
and I'm a more than happy user of those http URI's with
fragment identifiers as uniform semantic web names :)
