new SVG WG teleconference time

As we resolved during our last F2F meeting, we have a new telcon time.
It is Thursdays:

   6:00am San Francisco
   8:00am Austin
   9:00am Raleigh
   1:00pm UTC
   3:00pm Paris
  10:00pm Tokyo
  11:00pm Melbourne

Apologies to those on the North American west coast; we have stuck with
the old time that was impossible for some Europeans to attend for a
while now.

If people in an inconvenient time zone have topics they would like to
discuss during a telcon we can consider convening a one off meeting at a
different time.
